Red Deer Catholic Regional Schools serves over 10,700 students in 21 schools in Red Deer, Blackfalds, Sylvan Lake, Rocky Mountain House, Innisfail, and Olds. It also supports the learning of over 950 students in a Home Education Program. The Opportunity: 

Reporting to the Associate Superintendent of Personnel, the Director of Human Resources is a leadership role accountable for developing, implementing, directing and evaluating the Human Resource functions for the Division. The position participates in strategic planning and is given responsibility for developing and implementing creative and innovative opportunities that will move the Red Deer Catholic Regional School Division forward. 

The key areas of responsibility for this position include recruitment, labour relations/ contract negotiations, employee relations, professional/ leadership and organizational development, human resource administrative procedure development and disability management. This position provides leadership, guidance and direction to the Division’s leaders on all matters relating to Human Resources. 

The Director of Human Resources:

  • Promotes a positive, collaborative, and effective HR environment in support of the division’s vision, mission, and the Board’s strategic imperatives.

  • Provides sound advice and decision-making on a diverse variety of HR matters, working with other members of the division community and leadership, as well as external agencies.

  • Provides a strong service orientation and maintains an exceptional standard of integrity and ethical leadership; assumes responsibility to ensure communications across the division are respectful and effective. 

  • Supervises three HR staff who support the HR work of the Division.

  • Has a broad organizational understanding that is obtained by working closely with the Executive team and other leaders within the Division.

  • This is an outstanding opportunity for a progressive, creative HR leader to transform the HR culture of a complex learning organization.

Key Responsibilities:

  1. HR Department Management:

    • Develops the capability of the Human Resource Department through appropriate performance management, employee relations, engagement, training, job performance and development of staff.

    • Develop and implement HR policies, procedures, and programs to support the strategic goals of the school division.

    • Learn and navigate the Division’s information system (HRIS) including acting as key HR liaison as we transition to a new HRIS.

  2. Union Relations:

    • Serve as the primary liaison between the school division and union representatives. 

    • Lead collective bargaining negotiations, ensuring fair and equitable agreements that align with the division's goals and resources.

    • Address and resolve union-related issues, including grievances, in a timely and effective manner.

  3. Absence Management:

    • Develop and implement absence management programs to reduce absenteeism and support employee well-being.

    • Monitor and analyze absence data to identify trends and develop strategies for improvement.

    • Work with employees, supervisors, and union representatives to manage return-to-work plans and accommodations.

  4. Strategic HR Planning:

    • Collaborate with senior leadership to align HR strategies with the overall goals of the school division.

    • Provide expertise and guidance on workforce planning, talent management, and organizational development.

    • Develop and implement initiatives to enhance employee engagement, retention, and professional growth.

  5. Compliance and Risk Management:

    • Ensures adherence to legislation, labour standards, government, and regulatory requirements, as well as Division policies and procedures. 

    • Identify and mitigate HR-related risks to protect the school division and its employees.

    • Stay current with HR best practices, trends, and legislative changes to ensure the division remains compliant and competitive.


  • Qualifications:

    • Bachelor's degree in Human Resources, Business Administration, or a related field (Master's degree preferred).

    • CPHR or equivalent HR designation is required or working toward the designation.

    • Minimum of 7-10 years of progressive HR experience, including management roles in a unionized environment.

    • Demonstrated experience in labour relations, collective bargaining, grievance management, and employee relations.

    • Strong knowledge of Alberta employment laws, regulations, and HR best practices combined with strong analytical skills and ability to interpret and apply employment laws and practices and translate them into understandable terms

    • Excellent communication, negotiation, and conflict-resolution skills.

    • Ability to work effectively with diverse stakeholders, including union representatives, employees, and senior leadership.

    • Strong organizational and analytical skills, with the ability to manage multiple priorities and deadlines.

    • Strong HR generalist with extensive knowledge in all HR functions including labour and human rights legislation, compensation, job evaluation, recruitment, retention, organization development, wellness, and talent management.

    • Understanding and working to include the needs and voices of a diverse population of staff and students in a faith-based division.
