Description

ICF is seeking a Senior Manager of Digital and Web Services to lead the technical vision for the Child Welfare Information Gateway project, a dynamic national clearinghouse and informational technical assistance service organization. You will be responsible for planning, architecture and implementation of all digital technology and web content services for Child Welfare Information Gateway.

As a Senior Manager, you’ll join a diverse, collaborative, multi-disciplinary team of child welfare subject matter experts, content managers, writers and editors, user experience experts, developers, and digital strategists who are committed to delivering culturally competent, relevant, innovative, and user-focused content and responding to a wide array of customer needs to support child welfare practice to improve the lives of children, youth, and families.

Requirements

Key Responsibilities:

Manage tasks and projects:

  • Handle end-to-end task management: scoping tasks; creating project plans; developing and managing budgets, internal team schedules, and project milestones.

  • Identify and manage clear priorities that provide direct impact to Information Gateway’s end users and clients.

  • Work directly with customers, clients, subcontractors, and team members to determine needs and develop solutions.

  • Actively listen to customer / client needs and translate them into actionable ideas by developing process flows and technical requirements.

  • Support the development of clear requirements by facilitating and participating in business analysis and business and technical requirements efforts.

  • Mitigate project risks and roadblocks, including scope creep, quality concerns, etc. by communicating early and clearly with clients and internal teams.

Basic Qualifications:

  • Bachelor’s degree in technology/IT or communications.

  • Minimum ten years professional experience, with at least five years in client management, project management, and/or web content management.

  • Experience managing and developing cross-functional teams including digital strategists and subject matter experts.

  • Proven experience in understanding complex, technical concepts and breaking them down into simple ideas and visualizations to communicate to others.

  • Experience in re-imagining and delivering website redesigns at a large scale.

  • Experience in project/task management applications such as Confluence, JIRA, SharePoint.

  • Advanced document formatting and production skills (Microsoft Word preferred).

  • Proficiency in MS Office Applications (PowerPoint, Outlook, Visio) and Adobe Acrobat.

  • Excellent communication and copyediting and QA/QC skills.

Preferred Skills:

  • At least four years in product or project management (PMP certification preferred).

  • Experience managing and developing manager-level direct reports.

  • Experience working with and supporting Federal government contracts and/or IT projects.

  • Experience operating in or supporting DevOps or Agile IT teams is a plus.

  • Experience in making web content user-friendly and 508-compliant. 

  • Interest in doing good and supporting family service-related initiatives.

  • At least three years of experience working with human service-related programs.

  • Proven success in crafting a long-term vision/roadmap for content strategy.

  • Experience with user research and usability testing.
