Description

ICF international is looking for a Grants Manager for the Children's Bureau (CB) Division of Program Innovation to provide thought leadership and support to the Division Director, for the development and dissemination of child welfare knowledge through the CB's discretionary grants (CBDG) program.

The Grants Manager will establish mutually beneficial connections with grant recipients, Federal Project Officers, and across Child Welfare Information Gateway (Information Gateway) teams to facilitate sharing of the work and findings of CBDG. This position may supervise up to two staff members.

This position is fully remote. Travel to client sites or ICF offices could be required based on need.

Key Responsibilities:

  • Children's Bureau - Major Duties/Responsibilities:
    • Partner and assist Federal staff to develop, review, revise, publish, and publicize CB's annual discretionary grant notice of funding opportunities (NOFOs), review proposals, lead grant review teams (requires background clearance).
    • Respond to the needs of the Division of Program Innovation, as appropriate.
    • Serve as a representative of CB on federal planning teams and initiatives, providing support to grant recipients and other contractors, and participate in planning for annual grantee meetings as appropriate.
    • Partner with Federal staff and contractors at CB central and regional offices, Administration of Children and Families and Health and Human Services to determine appropriate dissemination strategies for grant recipient materials and products.
    • Develop resources and provide dissemination and technical assistance support to discretionary grant recipients.


  • Information Gateway - Major Duties/Responsibilities:
    • Train and support Information Gateway staff assigned to CBDG related responsibilities, collaborate with CB to develop CBDG product plans, develop and review CBDG publications, and support outreach to highlight new publications.
    • Manage CBDG related tasks, lead innovations and improvements to processes, support the addition of content to the CBDG library, CBDG web pages on Information Gateway and the CB website.
    • Work collaboratively with the Knowledge Management team to manage and facilitate the grant recipient learning community and related activities.
    • Lead the development of collection, development, and dissemination of a quarterly grant recipient newsletter through collaboration across CB and Information Gateway teams.


  • Requirements of the Position:
    • Maintain confidentiality, adhere to firewalls, and avoid appearance of or actual conflict of interest.
    • Work with CB Division Directors and Federal staff across multiple CB and ACF divisions and program areas Interface effectively with Information Gateway staff and CB clients and contractors at all levels.
    • Maintain trusted advisor relationship with Federal staff and support efforts to leverage additional ICF resources that could be of value to CB's goals.
    • Balance workload of support to CB and supervising staff.


  • Basic Qualifications:
    • Master's degree in social work, public administration, or human services field.
    • 8+ years professional work experience in a human services field, preferably in child welfare.
    • Knowledge of change management and implementation processes.


  • Preferred Skills:
    • The candidate must demonstrate a strong capacity for strategic thinking, leadership, and ability to influence at the national level. The ability to anticipate and analyze challenges from multiple perspectives and apply solution-focused strategies to a variety of issues is essential.
    • The ideal candidate will be able to work in highly collaborative and multidisciplinary teams while also working well independently and at times, with high level direction only.
    • The candidate must possess exemplary interpersonal skills, with the demonstrated ability to work collaboratively with staff at all levels of the client organization, including the highest levels of Federal and State leadership.
    • Demonstrated understanding of and commitment to improving outcomes for children and families, to the inclusion of lived experience in that process, and to advancing racial equity and reducing disparities in child welfare based on race, ethnicity, immigration status, sovereignty, gender, sexual orientation/gender identity, and socioeconomics.
    • Working knowledge of the Child Welfare systems, Child, and Family Services Plans (CFSP), CCWIS, and/or federal laws that apply to Child Welfare.
    • The candidate must demonstrate the ability to work well in a fast-paced environment and plan, manage and complete multiple, high-profile tasks under critical timelines. The candidate must show a high degree of commitment to accuracy and detail and be able to adapt to different management and work styles.


  • Professional Skills:
    • Continual ability to hear, reflect, and act on feedback, including feedback related to equity with the aim to learn.
    • Demonstrated project management experience, including client relationship management, team management or supervision, preferably in a contract consulting environment.
    • Ability to build and maintain strong relationships with internal and external partners.

    • Strong analytical, problem-solving, and decision-making capabilities.
    • Ability to work independently and maintain high-quality results on multiple deliverables in a fast-paced environment.
    • Excellent verbal, interpersonal and written communication skills.
    • Demonstrated outstanding level of professionalism, including ability to exercise good judgment, discretion, tact, and diplomacy.
    • Proficient with MS office applications (i.e., Word, Excel, and PowerPoint, Teams).

Pay Range - There are multiple factors that are considered in determining final pay for a position, including, but not limited to, relevant work experience, skills, certifications and competencies that align to the specified role, geographic location, education and certifications as well as contract provisions regarding labor categories that are specific to the position. The pay range for this position is:
$76,848.00 - $130,642.00
