Company History
For over 50 years, ICF has been helping public and private sector clients take on some of the most complex challenges to produce exceptional results. In 1969 Clarence “Lucky” Lester, a Tuskegee Airman, and four of his colleagues founded the Inner City Fund, now referred to as ICF. Lucky became our first company president. Our initial purpose to create opportunities for disadvantaged communities in Washington, D.C., continues to inspire what we stand for today. ICF is also an environmental pioneer: in 2006 we were the first professional services firm in the world to become carbon neutral.
